Pikangikum Fire Rescue Services operates under a clear governance and operational structure designed to ensure accountability, professionalism, and long-term sustainability.
Strategic oversight and policy direction are provided through governance leadership, while operational command and emergency readiness remain the responsibility of the Fire Chief and command staff.
The Fire Commissioner is a senior executive role formally established and empowered by Band Council Resolution (BCR) and appointed by Pikangikum Chief and Council to set the strategic direction, development framework, and leadership vision for the Pikangikum Fire and Emergency Services.
Operating under delegated authority from Chief and Council, the Fire Commissioner provides governance oversight, modernization planning, standards development, leadership mentorship, and access to advanced training, certification pathways, professional networks, and critical operational resources, while fully respecting Pikangikum’s sovereignty and Indigenous governance structure.
The role encompasses strategic governance development, insurance frameworks, physical and mental health supports, supplier and equipment sourcing, structural systems development, and institutional capacity building. This includes providing operational fire and emergency services mentorship through appropriate, experienced, and qualified teams when required. The Office strengthens operational readiness and supports sustainable, community-based fire service growth aligned with Pikangikum’s safety priorities and cultural values.
The Fire Commissioner functions parallel to local command structures, without displacing them, and may exercise delegated operational authority when required to protect life safety or advance departmental development consistent with the Pikangikum Chief and Council’s mandate.
Gary Foo is an Executive Chief Fire Officer with more than four decades of leadership experience across fire services, rescue, emergency management, emergency medical and public safety systems. He has served in senior command and executive roles and has supported Indigenous fire service development, governance modernization, and emergency capacity building in remote and underserved communities for many years.
Recognized for his expertise in strategic planning, standards development, officer mentorship, and operational readiness, Mr. Foo brings advanced professional networks, training certification pathways, resource coordination capability, and long-standing relationships within senior fire and Indigenous emergency service leadership circles.
His work emphasizes sovereignty, cultural respect, and sustainable community-led development while ensuring appropriate professional standards and life-safety readiness.
Buster Kurahara serves as Chair of the Fire Service Board, guiding governance oversight and ensuring accountability to the community.
In this role, he supports policy stewardship, board leadership, and responsible growth of the department.
With a background as a former Police Officer and decorated member of the Canadian Rangers, Buster brings a foundation of public service, discipline, and community commitment.
He has been involved in overseeing several important community initiatives and has contributed to the establishment of successful programs within Pikangikum.
As Fire Service Board Chair, his focus remains on transparent governance, thoughtful decision-making, and ensuring that the department continues to develop in a way that reflects the needs and values of our community.
Roley Peters serves as Fire Chief of Pikangikum Fire Rescue Services, providing operational command and leadership across emergency response, training, and departmental readiness.
With more than 20 years of fire department experience, he brings dedicated commitment and steady leadership to the department.
A dedicated member of the Pikangikum community, Chief Roley Peters is committed to strengthening local response capability through structured training, disciplined operations, and professional standards.
His leadership emphasizes teamwork, and continuous improvement.
Under his direction, the department continues to build capacity while maintaining a clear focus on safety, reliability, and service to community.
